CLARK O&M proposal endorsed by DOTR

The Department of Transportation (DoTr) is set to endorse the proposal of the North Luzon Airport Consortium to run Clark International Airport in Pampanga province after declaring it the winning bidder of the air hub’s operation and maintenance (O&M) contract.

Transportation Secretary Arthur Tugade said on Friday the proposal of the consortium—made up of Filinvest Development Corp., JG Summit Holdings, Inc., Philippine Airport Ground Support Solutions, Inc., and Changi Airport Philippines Pte. Ltd.—would be submitted to the National Economic and Development Authority (NEDA) on December 19 for further evaluation.

The Bases Conversion and Development Authority (BCDA), which led the bidding process, is yet to respond to confirmation requests as of press time.

North Luzon Airport bested the X-Droid Consortium—composed of Angkasa Pura II, Globalport 900, Mazy Capital and Desco—to win the contract, which the government earlier said was aimed to be awarded this month.

As the winning bidder, North Luzon Airport would run the airport’s existing passenger terminal and the new terminal building that is expected to be operational by 2020.
It will also finance, design and complete all fitouts for these terminals. The contract is good for 25 years.
