Filinvest builds up its presence in Clark

Filinvest Development Corp. is expanding its presence in Clark through projects that span industrial parks, aviation, hotels, residential communities and leisure destinations.

The group has investments in Filinvest Mimosa Plus Leisure City in Pampanga, Filinvest New Clark City in Tarlac and Clark International Airport. Each has a different role, from attracting manufacturers to providing places to work, stay and spend leisure time.

At Clark International Airport, Filinvest is part of the Luzon International Premiere Airport Development (LIPAD) consortium, alongside JG Summit Holdings, Philippine Airport Ground Support Solutions and Changi Airports International.

Clark International Airport, managed by the LIPAD Consortium, serves as a key gateway to the region, boosting connectivity and supporting Clark’s emergence as a thriving hub.

The airport is also drawing new aviation-related investments. Lufthansa Technik Philippines recently broke ground on a maintenance, repair and overhaul (MRO) facility on a 157,000-square-meter site. The joint venture between Lufthansa Technik and MacroAsia Corp. expects the facility to begin operations in 2028 and create about 1,200 skilled jobs.

The project is another addition to Clark’s aviation industry, bringing the prospect of more technical jobs as the facility prepares to open.

“For us, Clark has always represented promise, a gateway for growth, shaped not only by its proximity to Clark International Airport, but also for its growing population, modern infrastructure, and potential to become a new center of progress. Since the government opened Clark to greater private sector participation in 2015, Filinvest has moved quickly, not only to invest but also to help shape its future. Today, Filinvest is the largest private developer of mixed-use estates within the Clark Special Economic Zone, and we remain committed to growing alongside our partners, including BCDA. We look forward to more opportunities to contribute to Clark’s continued progress, including future developments such as Filinvest Malls,” Francis Gotianun, CEO of Filinvest Hospitality said.

Filinvest Malls Mimosa recently welcomed key brand partners for an exclusive first look at the development ahead of its planned opening in March 2027.

From golf course to township

Filinvest Mimosa Plus Leisure City has changed considerably since Filinvest took over management of the property in 2016. Once known mainly for its golf course, the 201-hectare estate now combines hotels, office space, residential developments, restaurants and recreational facilities.

Filinvest's Mimosa Plus Golf Course in Clark, Pampanga, is the first GEO Certified® golf course in the Philippines, reflecting its commitment to sustainable golf course management.

Quest Plus Conference Center Clark serves the meetings and events market, hosting corporate gatherings, conferences and retreats. WorkPlus provides office space for businesses, while the GEO-certified Mimosa Plus Golf Course remains one of the estate’s main attractions. The Hilltop offers another venue for events and gatherings.

Golf Ridge Private Estate, situated within Filinvest Mimosa Plus, offers a front-row seat to the country club lifestyle, where residents can enjoy effortless access to the estate’s premier leisure, dining, and recreational attractions in the heart of Clark.

Homes are also becoming part of the mix. Golf Ridge Private Estate, a luxury residential project by Filigree, is now in its turnover stage. Residents will have access to the golf course and other leisure facilities within the estate.

The retail and dining choices have grown as well. Filinvest Shoppes Mimosa is home to restaurants and specialty concepts, including La Loca, Recado by Carlos Villaflor, Firehouse Pizza, Maison Matcha and At The Blanc.

More retail space is planned with Filinvest Malls Mimosa, which is scheduled to open in March 2027. The mall is expected to bring more shops and restaurants to the estate.

Mimosa Plus is also close to Clark International Airport and accessible through NLEX and SCTEX, making it reachable for business travelers, tourists and visitors from other parts of Luzon.

Building for future industries

Filinvest New Clark City in Tarlac is being developed with a different focus. The 288-hectare township is a joint venture with the Bases Conversion and Development Authority (BCDA) and is intended to support business and industrial growth in the area.

Its master plan includes roads, utilities and designated development areas for future businesses. The township also benefits from its location within the Luzon Economic Corridor, which links Clark with Subic, Metro Manila and other parts of Luzon.

One of its developments is Filinvest Innovation Park–New Clark City, a 120-hectare industrial estate designed to accommodate manufacturing and other business operations. The park is accredited by the Philippine Economic Zone Authority, allowing qualified locators to access incentives such as income tax holidays, simplified import and export procedures, and visa assistance for foreign employees.

Filinvest Innovation Park is one of the first locators in New Clark City, helping lay the foundation for what is envisioned to become a thriving center for industry, innovation, and economic growth.

Taiwan-based EDAC Group recently chose the industrial park for its newest manufacturing facility in Southeast Asia. Its decision adds to the number of international companies looking at Clark as a location for their operations.

The industrial park is designed as a sustainable business hub, with Filinvest positioning it to attract companies seeking space to establish or expand their presence in the region.

Across its Clark developments, Filinvest is taking different approaches to the area’s growth. Mimosa Plus is adding homes, hotels and leisure options to an established estate, while New Clark City is being prepared for industrial investment. Its involvement in the airport, meanwhile, ties the group to Clark’s expanding aviation sector.

As more businesses consider Clark, the progress of these projects will depend on their ability to attract locators, draw visitors and create jobs beyond the construction stage.
